You can find the right place to live for the right amount in the right neighborhood before you PCS. Learn how to research your next duty station, and compare costs and living conditions electronically. Experts from the Defense Manpower Data Center (DMDC) and CENDANT Mobility, a commercial relocation firm, will show you to pinpoint the community most suited to your needs and how to become a part of it. Since it was released on November 15, 1998, the Standard Installation Topic Exchange Service, Version 3, web site supported by DMDC has processed 1,627,450 requests for installation information. ACCLIMATE, the CENDANT program for relocating military personnel, recently won one of 16 Best Feds on the Web ’99 awards presented by Government Executive magazine.

Sgt. Mom's Place - Your "one.stop.web.shop"

Sgt. Mom's Place was the first military support site of its kind on the web. Developed in 1996 by an Army spouse as a place for other spouses to find support, it has since become a model for industrious web savvy spouses. I came aboard approximately 2 years ago to help out and became sole owner of the site due to time constraints for the original webmaster. It has since grown to almost 200 individual pages on the site and still going strong. It offers everything from message boards and chat to information on moving and care package ideas. Sgt. Mom's offers support services for friends and families of military personnel who are not sure where to turn for help or are unable to access services on bases. I invite you to come hear how I can help you and your command.

Standard Installation Topic Exchange Service (SITES)

The primary function of SITES (http://www.dmdc.osd.mil/sites)is to assist military service members and their families in moving from one military installation to another. SITES describes and offers photo galleries of approximately 300 installations. The information in SITES (which can be printed in booklets or downloaded in PDF or RTF files) is arranged in eleven major categories: Installation (military installation); Local Community (nearby town or city); Education (primary, secondary, and college educational programs); Employment (sources of potential employment, major employers); Medical and Dental (medical, dental, and wellness); Housing (overview of government and off-installation housing); Relocation Services (services used frequently when moving); Support Services (specialized services available when moving); Child and Teen Services (education, employment); Survival Tips For First Termers (section for the First Termer and the first move); and At A Glance (statistical section for data relating to the above categories). Installations may update their information via the web as often as needed to keep the information current. In addition, SITES CDs are produced twice yearly for relocation offices who do not have Internet access. SITES is supported by the DMDC help center (1-800-727-3677 and sites@osd.pentagon.mil) and offers personal customer service from 6 a.m. to 4 p.m. Pacific Time, Monday through Friday.

TRICARE Consolidated Regional Internet Strategy

The Lead Agent from the TRICARE Central Region and the President and CEO from that Region’s TRICARE Managed Care Support Contractor (TriWest Healthcare Alliance) will present the TRICARE program’s first consolidated Regional internet strategy. They will showcase several of the components of the strategy, which are already up and running. The objective of this latest in a string of successful Central Region partnering initiatives was to develop and implement a consolidated internet strategy called "Central Region, Central Source," that enhances the TRICARE program and better serves the needs of beneficiaries, MTF and civilian providers, military treatment facilities, the Lead Agency and TriWest.

Applying Decision Support Technology to Quality of Life (QoL) Planning

In 1998 USEUCOM, with ANSER support, embarked on a Quality of Life Mission Area Analysis that led to prioritization of 23 QoL programs. ANSER used a strategy-to-task approach that emphasized collaborative planning with QoL program managers, Installation Commanders and finally, Senior Enlisted Advisors and their spouses. A survey software tool and a collaborative decision support tool were employed to gather the data from participants at three conferences. During this 30 minute session, participants will be provided a 10 minute overview of the method and some of the results form the QoL MAA and will then participate in a 20 minute assessment session using the collaborative decisions support tool. Participants will assess and prioritize several QoL program areas in terms of the contribution of technology to effectiveness and efficiency of the delivery.

Team Expert Choice, a collaborative decision support tool, allows for a rigorous top-to- bottom (strategy-to-task) assessment using either analytic hierarchy process techniques and/or weighted rating techniques. The demonstration will demonstrate both techniques. Participants provide their input through hand-held electronic voting devices. In addition to the practice assessment session, participants will be able to use a survey tool to provide their views on the presentation and the utility of the tool for installation-level decision support.

Information Delivery System (Defense Manpower Data Center)

DMDC's Information Delivery System (IDS) is a web-based application designed to provide manpower and personnel summary information directly to the desktop personal computer via the World Wide Web. IDS contains both current and historical manpower and personnel data. The data is organized in eleven modules: DoD Civilians, NAF/Foreign National Civilians, Guard and Reserve, Military Medical, Active Duty, Active Duty Family, Active Duty Accessions, Pay Data, Montgomery GI Bill, Unified Command and DEERS. Each module contains standard reports of the most frequently used information but the system also allows the user to customize the population displayed with easy point-and-click selections. The data is updated as DMDC receives recurring data from the Services and DoD agencies. The system also allows users to download the selected data into Microsoft Excel. IDS is available to OUSD(Personnel & Readiness), OASD(Reserve Affairs) and OASD(Health Affairs) staff as well as other users within the Department of Defense.

Army Continuing Education System - Meeting Expectations and Needs of the 21st Century

The Army Continuing Education is seamlessly integrating technology into the support that it provides to soldiers, family members and others in the Army community. This has resulted from pioneering approaches to education and education support and a willingness to evaluate and integrate new technologies. Examples of this innovation and integration into the Multi-use Learning Environment are; delivering two/way audio/video based courses to soldiers in the Sinai, integration of a telephonic course enrollment system, remote counseling using personal computer-based two-way audio/video, providing internet access through Multi-use Learning Facilities (MLF), providing Basic Skills using off-the-shelf software over MLE LAN's, and working with institutions to provide internet, web and electronic mail, courses and degree programs to our soldiers - any-time, any-place, any-phone line education. This presentation will highlight these current efforts as well as look at future programs such as a fully automated Basic Skills Program.

Employee/Member Self Service (E/MSS)

The Defense Finance and Accounting Service (DFAS) has been working to develop a corporate approach in which all civilian employees/military members, retirees and annuitants, serviced by the DFAS are given the capability to manage financial data relating to their payroll records. To accomplish this, a new pay information update application called Employee/Member Self Service (E/MSS) will be coming soon. Through the Internet or by using a touch tone phone, E/MSS will empower employees/members to manage aspects of their payroll account. E/MSS allows these changes to be made electronically, either at work or home, without having to complete paper forms.

Navy College Program

This presentation will give an overview of the Navy College Program and how it will increase opportunities for degree completion by significantly increasing distance learning as an instructional mode. The presentation will also introduce the Navy College Center (NCC) a virtual anytime, anywhere counseling and guidance center. Navy will proudly present the Sailor/Marine American Council on Education Registry Transcript (SMART).

Another component is the work being done with the American Council on Education (ACE) to maximize credit recommendations for military training and their relationship to degree completion. The presenter will demonstrate how these various components come together to provide a quality voluntary education program incorporating technology and an innovative approach to partnering with academic institutions.

This presentation is designed to answer the question "What is Knowledge Management and Data Warehousing?" We will discuss Knowledge Management techniques and tools, and how this system can be implemented to benefit an organization. We will also give an overview of how is the Army currently using of Knowledge Management and technologies within the SACC (Strategic and Advanced Computing Center). One of the main initiatives within the SACC is the development of Army Knowledge Online (AKO) and a system of email for life for Army military and Civilians both active and retired. Our motto is "One Voice For the Army", providing information for the Warfighter.

You're In the Army Now – Virtually

To better communicate information about Army career opportunities to young Americans, the Army will develop and implement an interactive, multi-player web-based virtual simulation composed of two interlaced games. The first game will embody adventure scenarios in which players will participate in highly instrumented and entertaining game experiences structured around occupations found within the Army. The second game will allow players to advance their character through a simulated career in which new career experiences will add new capabilities to their character. These new capabilities will open new opportunities and develop skills required to advance in the adventure game. The game's design goal is to leverage embedded game instrumentation so as to communicate information about Army career opportunities matched to player interests and aptitudes and thereby afford game players an informative and entertaining game environment in which they can visualize themselves in various roles as a soldier.

The Paperless Desktop

Smart Base will demonstrate the Paperless Desktop - an intranet environment that gathers routine administrative functions in a common browser-based graphical user interface (GUI). Standard configuration desktops use a Paperless Desktop shortcut to provide links to an installation-wide electronic document repository, automated administration applications, personnel functions, Web-based applets, and on-line desktop procurement. The Paperless Desktop can become the sole GUI for a variety of integrated back office applications.

Information Technology is the current major dynamic element of the Navy business process revolution. The Navy has, with Smart Link, what is commonly referred to as an "Intranet" infrastructure deployed and funded at over 100 major centers of shore support.

Smart Link is a Network Service Provider offering complete, standards based, wide area connectivity and network centric services for the "enterprise" environment. The wide area connectivity infrastructure is deployed at appropriate centers of concentration of Naval shore activities, both support and operational. This reliable and predictable "Intranet" service is deployed and is fully supported with current operational funding - with security and service levels as mission requirements dictate.

@SailorMail will provide service personnel aboard ships and bases e-mail (with or without stored voice content) sending and receiving, and access to the Internet World Wide Web (WWW) using low cost devices connected to the ships entertainment distribution system. Family members will be provided the capability to retrieve and send e-mail and voice mail using normal telephones (and text-to-speech technology), as well as WebTV and other personal computers, anywhere in the world. @SailorMail will use non-mission critical shipboard systems. Ships will be equipped with commercial-off-the-shelf (COTS) low cost Internet access devices in crew and other places, as allowed.

The Defense Commissary Agency (DeCA) operates 289 commissaries on military bases worldwide. DeCA uses many state-of-the-art information management technologies to better deliver this valued benefit to its patrons. Many of the processes are completely transparent to the patrons.

Although information can be efficiently gathered through traditional survey methods, these methods can lack in timeliness and economy. Internet surveys are faster and cheaper but are they the miracle cure you've been waiting for? This session highlights the promise and problems in Internet surveys. We will describe the Defense Manpower Data Center (DMDC) innovative effort to do a DoD-wide survey by paper and the Internet. This survey of members, spouses, and civilian employees will get detailed information on computer usage availability as well acceptance of internet surveys.

As the World Wide Web becomes more available to service members and dependents both in the office and at home, the Services and Agencies are using the web to distribute information and to collect data. Systems using web technology that enable service members to do career planning, apply for billet assignment, plan personal financial matters, receive continuing education, and apply for health care are either already in place or will soon be available.

In the rush to roll out new systems, data security can be compromised either through lack of information protection requirements or a failure to understand the potential security weaknesses. This presentation will discuss the importance of web security so that operational information and service member's private information is not disclosed to unauthorized parties. The presentation will describe two recent OASD (C3I) initiatives to reduce the number of systems cross connected between the NIPRNet and the Internet and actions the DoD will be taking to control the use of web page active content.

Cyber Military Communities: How do spouses help each other online?

As personal home computer ownership has increased in America, military communities have expanded into cyberspace. Military spouses have come together on the Web to form online communities and to support each other via private e-mail, newsgroups, mailing lists, BBSs, IRC, and other online communication tools. How do online communities provide support to military spouses? What kind of information is exchanged among community members? This presentation will discuss a recent research study which analyzed approximately 6,700 e-mail messages posted to an online unofficial military spouse support group and detail how spouses are using the Web to give and receive social support.
